TASHKENT, October 27. /IA "Dunyo"/. President Shavkat Mirziyoyev held a meeting on the rational use of land resources, improving land accounting and the provision of cadastral services, reports a correspondent of "Dunyo" information agency.

According to the press service of the head of our state, a lot of work has been done in this area in recent years. In particular, for topographic measurements the Cadastre Agency was provided with a special aircraft and an aerial camera, and 112 drones. To digitalize the industry, 6 information systems and a data center were launched.

Thanks to this, electronic maps of 96 percent of lands have been created over the past three years. 40 million hectares of land were registered and included in the tax base. The cadastral system covers 790 thousand new and 520 thousand previously unregistered buildings. Due to this, a source of budget revenue in the amount of 1.1 trillion soums has been created.

Also, 425 thousand hectares of land are distributed among 675 thousand residents and farmers thanks to the cadastral registration of 1.2 million hectares of agricultural land held in reserve.

However, there is still a lot of work to be done in the field. In particular, cadastres have not been formalized for 146 thousand kilometers of internal roads and adjacent territories.

The situation is similar in the water sector. Vacant lands around reservoirs, canals and sewers can be transferred to residents and entrepreneurs through an auction. However, today, out of 827 thousand hectares of water fund lands, only 380 thousand hectares have cadastral documents.

In this regard, an instruction was given to complete the compilation of the cadastre of road and water resources and create conditions for their use. It was noted that this could provide jobs to 1 million people.

An estimated 2.4 million households in the republic lack property documents. Without registration of the cadastre, they are limited in their economic rights. Therefore, the task has been set to complete the development of a bill on granting ownership rights to unregistered housing.

It was also proposed to change the category of 817 thousand hectares of land, which have been used for housing for many years, but according to documents remain agricultural land.

The heavy workload of the cadastre authorities also remains a pressing issue. This year, 1.5 million cadastral services were provided, of which 600 thousand were related to the preparation of cadastral files. This is done by 25 percent of the system's employees.

In this regard, in the city of Tashkent and the Tashkent region, the institute of a private cadastral engineer was introduced as an experiment, and the activities of 165 private cadastral engineers were organized.

Based on the results of the experiment, it is planned to attract the private sector into the field. Citizens will be able to access the private or public cadastre of their choice. To do this, data on real estate objects will be transferred to the new information system "UZKAD", and from July 1, 2024, private cadastral engineers will begin to operate in all regions of the republic.

The head of state emphasized the need to increase the volume and quality of cadastral services, train qualified personnel, harmonize the industry with science, paying special attention to digitalization.
