Speaking at a special session of the XIII Convention of the Russian International Studies Association, Acting Director of the Center for International Relations Studies (CIRS) Doniyor Kurbanov emphasized the need for early assistance and building interaction with Afghanistan, reports “Dunyo” IA correspondent.
“The experience gained in recent years by Uzbekistan in regional cooperation, intensification of Afghan policy and interaction with the countries of South Asia makes it possible to count on reducing tensions by means of preventive diplomacy, including targeted work with the Taliban Movement on key issues,” the expert noted. - The Uzbek side has already started this. On October 7, an official delegation led by Foreign Minister Abdulaziz Kamilov held talks in Kabul with the leadership of the Afghan government and Foreign Ministry, discussing issues of assistance and economic cooperation, including the implementation of infrastructure projects.
Uzbekistan stands for stepping up the interaction of the world community with the new government, which is necessary to prevent a humanitarian crisis, the exodus of refugees, and the intensification of international terrorism. In this regard, it is important to unblock Afghan foreign exchange reserves.
Continuing efforts to engage Afghanistan in regional ties also remains a key task. In recent years, Uzbekistan has done a lot to develop border transport infrastructure, which is already being used today for the supply of aid and other goods.
Issues related to the construction of the Mazar-i-Sharif-Kabul-Peshawar railway and the Surkhan-Puli-Khumri power line are already being discussed with the new government.
The Education Center in Termez can again be used to train personnel for Afghanistan.
Uzbekistan is also convinced that the situation in Afghanistan will not impede the advancement of the initiatives on the Central and South Asia connectivity announced at the Tashkent conference in July.
On the contrary, solving the problems of stabilization in Afghanistan, including countering the threats of terrorism and radicalization, will facilitate interaction between the countries of the two regions in the field of security.
Joint efforts of the countries of Central and South Asia to involve Afghanistan in regional trade and economic ties and infrastructure projects will undoubtedly ensure the building of cooperation mechanisms between the two regions.
In general, the solution to the problems associated with the development of the situation in Afghanistan is seen in the intensification of contacts with the new government, the prompt provision of assistance and building interaction on the basis of mutual consideration of interests and reasonable compromises.
