View from Madrid: Uzbekistan promotes agenda of mutually beneficial partnership and sustainable development within the CIS space

MADRID, October 12. /Dunyo IA/. Professor Carlos Uriarte Sánchez, Secretary-General of the Paneuropean Union in Spain and Professor of Law at the Rey Juan Carlos University in Madrid, in an interview with Dunyo IA, commented on the outcomes of the working visit of the President of Uzbekistan to Turkmenistan on October 7–9th:

- Address by the President of Uzbekistan Shavkat Mirziyoyev at the session of the Council of Heads of State of the CIS in Turkmenistan demonstrated a strategic vision for regional cooperation based on pragmatism, mutual benefit and tangible results. Against the backdrop of international instability, the proposed initiatives contribute to strengthening trust and advancing regional dialogue.

Of particular significance is the proposal to transition from traditional trade exchange to the joint creation of production chains and added value. The consolidation of investment resources, manufacturing capacities and technologies will enable the establishment of enterprises, expand employment, and enhance the competitiveness of economies. The strengthening of the Free Trade Zone, the elimination of technical barriers, and the mutual recognition of conformity certificates are also of vital importance.

Noteworthy are the initiatives in the sphere of food security, including preliminary notifications and consultations prior to the introduction of export restrictions on food and fertilizers. The consolidation of special economic zones and industrial parks of the CIS countries into a single network to expand industrial cooperation and mutual investments is also promising.

Proposals for the development of transport connectivity, the creation of integrated logistics centers, the reduction of transit costs, and the unification of freight transportation regulations carry strategic significance. The support for the initiative to declare 2029 the Year of Transport Connectivity within the CIS highlights the importance of long-term planning. Additional opportunities are unlocked by cooperation in the field of energy security, development of low-carbon technologies and circular economy, including interaction with European partners, among which is Spain.

Initiatives in the sphere of security and humanitarian interaction are also important. The establishment of the Joint CIS Contact Center for countering cross-border cybercrime will enable the strengthening of coordination among law enforcement agencies, while support for creative industries and youth exchanges will reinforce ties between the peoples.

Meeting of President Shavkat Mirziyoyev with the President of Turkmenistan Serdar Berdimuhamedov served as an important confirmation of the consistent regional policy. The signing of the treaty on the establishment of the Supreme Council of Strategic Partnership will strengthen bilateral relations and systematize interaction. The growth of trade, the development of the “Shavat – Dashoguz” border trade zone and the expansion of industrial, energy, transport, and agricultural cooperation demonstrate the significant potential of the partnership.

Meeting with the Prime Minister of Armenia Nikol Pashinyan also confirmed the prospects for expanding bilateral ties. The growth of mutual trade, the presence of Armenian capital in Uzbekistan, and the development of direct air links create a foundation for cooperation in agriculture, industry, pharmaceuticals, the chemical sector, and tourism.

On the whole, I view the initiatives of President Shavkat Mirziyoyev as a consistent contribution to strengthening trust, economic interconnectedness and practical cooperation in the region. They are distinguished by a combination of strategic vision with concrete implementation mechanisms – ranging from industrial cooperation and transport projects to new institutions of partnership.

Upcoming chairmanship of Uzbekistan in the CIS creates additional opportunities for advancing this agenda. I am convinced that the implementation of the proposed initiatives will contribute to strengthening regional stability, developing economic ties and improving the well-being of the peoples.
