Eldor Tulyakov: Updated development strategy of Uzbekistan to be shaped through broad public consultations

TASHKENT, January 6. /Dunyo IA/. Executive Director of the Development Strategy Center of Uzbekistan, Eldor Tulyakov, explained to Dunyo IA why the “Uzbekistan – 2030” Strategy is being updated.

- President Shavkat Mirziyoyev set the task of revising the “Uzbekistan – 2030” Strategy in his annual Address to the Oliy Majlis and the people of our country. The “Uzbekistan - 2030” Strategy is a key programmatic document that defines the country’s medium- and long-term development directions. It consolidates the overall logic of reforms, priority goals, and practical mechanisms for building the New Uzbekistan.

In recent years, the country has achieved significant results in the areas of socio-economic development, public administration, human rights protection, and the strengthening of civil society institutions. In this process, the “Uzbekistan – 2030” Strategy has played an important system-forming role. At the same time, public life and global processes are in constant flux. New economic conditions, technological changes, and transformations on the international stage present new challenges for state policy.

In this context, there is an objective need to improve the “Uzbekistan – 2030” Strategy, taking into account the real conditions, the current needs of the population, and the demands of the time.

At the core of the updated strategy lies the key idea put forward by the head of state: “It is not the people who should serve government bodies, but government bodies that should serve the people.” In its new version, the strategy gives practical substance to this principle and is aimed at continuing the country’s development based on a more effective, results-oriented, and accountable system.

In the process of refining the strategy, a thorough analysis of the results achieved is conducted, while existing problems and challenges are taken into account. At the same time, performance indicators are being revised to accurately measure the extent to which the set goals are being achieved. Each specific task is assigned to responsible government bodies, and the necessary financial resources are specified in an open and transparent manner, which strengthens accountability and responsibility in the implementation of the strategy.

Particular attention is being paid to ensuring that the strategy is clear and meaningful for every individual. The updated “Uzbekistan – 2030” Strategy is being shaped so that each person can clearly see the practical benefits it brings to their life, their family, and the future of their children. This is not about general slogans, but about concrete changes that can be felt in everyday life.

The performance indicators for the strategy’s medium-term goals are being updated in light of new economic, social, and technological challenges. In addition, full digitalization of the strategy’s implementation monitoring system is planned, which will ensure transparency, enable data-driven decision-making, and strengthen public oversight.

Particular attention is also being paid to aligning all strategic development documents for industries, sectors, and regions with the “Uzbekistan – 2030” Strategy. This is aimed at ensuring the coherence, consistency, and effectiveness of state policy.

One of the key fundamental aspects is the development of the strategy based on broad public consultations. The draft is submitted for public discussion in accordance with the directive of the President of Uzbekistan, voiced during his recent Address to the parliament and the people, with the aim of receiving substantive and practical proposals from the population, the expert community, and civil society institutions. It is precisely a document that reflects public opinion and the real needs of citizens that can be truly viable and effective.

Thus, the refinement of the “Uzbekistan – 2030” Strategy represents a consistent, open, and accountable process aimed at deepening reforms, adapting them to the demands of the time, and enhancing their practical impact on people’s lives. Most importantly, the strategy is being developed as a nationwide development program, primarily serving the well-being of the population.
