ANKARA, November 1. /Dunyo IA/.  Turkish edition of the book “The Mirziyoyev Doctrine: Diplomacy of Opportunities in an Era of Global Instability”, dedicated to the development model of New Uzbekistan and the country’s foreign policy strategy, was presented in the Turkish capital, reports Dunyo IA correspondent.

Presentation was organised by the Directorate of Communications of the Presidency of Türkiye, Turkish Cooperation and Coordination Agency (TİKA) and Embassy of Uzbekistan. It took place the day after high-level talks between the presidents of Uzbekistan and Türkiye. Event was attended by prominent scholars, political scientists and experts, government officials, members of the diplomatic corps and representatives of the public.

Co-author of the book and Adviser to the Minister of Foreign Affairs Shukhratjon Yigitaliyev delivered an interactive presentation in Turkish. He outlined the key ideas, conceptual approaches and academic and practical significance of the publication and answered questions from participants.

Presentation highlighted that the reforms underway in New Uzbekistan, transformation of the public administration system, the policy of economic openness and the intensification of foreign policy have attracted considerable interest among international experts. At the same time, speakers noted that there had been a lack of comprehensive research bringing these processes together within a unified political and philosophical framework and revealing their underlying logic, interconnections and strategic essence. The book “The Mirziyoyev Doctrine: Diplomacy of Opportunities in an Era of Global Instability” was described as one of the first major scholarly works intended to fill this gap.

Participants identified the book’s main value as its offering of a fresh perspective on the past decade, enabling readers to examine the ideological foundations and long-term prospects of the changes, as well as the philosophy behind the development model shaped by President Shavkat Mirziyoyev. Publication examines reforms not as a set of separate decisions, but as an integrated process grounded in strategic thinking and a philosophy of public administration. Particular emphasis is placed on such principles as prioritising human interests, openness and pragmatism, strengthening regional cooperation, mutual trust and mutually beneficial partnership.

Book also devotes particular attention to foreign policy. Uzbekistan’s open, balanced and pragmatic course is viewed as a factor in strengthening the country’s international standing and advancing its national interests. Key priorities include fostering good-neighbourly relations in Central Asia, developing regional dialogue, expanding trade and economic ties, and enhancing transport and communications connectivity.

As participants noted, book will be useful not only to researchers studying Uzbekistan’s development, but also to specialists in international relations, diplomacy, geopolitics and regional integration. Turkish participants expressed keen interest in its approaches, emphasising that understanding the processes underway in Uzbekistan is important for assessing prospects for cooperation across the Turkic world.
