Parliament of Kazakhstan proposes easing rules for foreign workers while ensuring labor rights and social services access

TASHKENT, January 6. /Dunyo IA/. Member of the Majilis of the Parliament of the Republic of Kazakhstan, Yerlan Barlybayev, in his parliamentary inquiry, proposed simplifying the process of attracting labor migrants to the country, reports Dunyo IA correspondent.
The deputy noted that, according to forecasts by the JSC “Center for Labor Resources Development”, the total demand for hired workers from 2025 to 2035 is expected to reach around 3 million people under the baseline scenario. Of this number, 813,000 will be skilled workers, with the highest demand projected in industry (27%) and construction (11%).
“Today, there are enough jobs in Kazakhstan, especially in the service sector, construction and agriculture”, - the deputy was quoted as saying by the international news agency “Kazinform”. “At the same time, we observe a global trend in Europe and Russia of closing borders, increasing protectionism, and tightening entry rules. The “Ak Zhol” faction believes that, in the context of a massive outflow of labor migrants from neighboring countries, Kazakhstan needs to attract labor migrants from the fraternal Central Asian republics”.
The deputy also noted that, at present, labor migrants are already present in Kazakhstan’s economy and often work illegally, which contributes to corruption at the local level.
In this regard, the Ak Zhol faction proposes:
-Ease conditions for foreign labor while ensuring labor rights and access to all necessary social services, while at the same time holding the employer responsible for the invited labor migrant;
-Increase the number of quotas and simplify the process of obtaining them for attracting labor migrants in sectors with a shortage of workers;
-Introduce an additional tax on labor migrants and regulate their numbers by adjusting the tax rate up or down.
