President of Uzbekistan determines tasks in the sphere of managing multi-apartment houses

ТASHKENT, January 15. /Dunyo IA/.  President Shavkat Mirziyoyev reviewed proposals to improve the management of multi-apartment housing stock and ensure high-quality services for the population, reports Dunyo IA correspondent.

According to the press service of the Head of our State, currently more than 7.1 million people live in over 44,000 multi-apartment buildings in the country. They are served by over 900 management service companies and more than 200 partnerships, with a self-management system in place in 856 buildings.

In recent years, certain work has been carried out to improve apartment buildings and adjacent areas, repair common property and modernize engineering communications. As a result, the level and coverage of services provided to the population have increased.

At the same time, the task of improving the quality of service by strengthening the sustainability and efficiency of management service companies, expanding the range of services provided, and introducing modern management approaches remains relevant.

At the same time, most management companies continue to operate mainly on the basis of mandatory contributions and the number of entrepreneurs willing to invest in the development of this sector remains limited.

According to preliminary estimates by experts, in large cities and regional centres, the volume of hidden income of management service companies is at least twice as high as officially reported revenues. All these factors point to the need to develop a new model for managing the housing stock.

In this regard, it has been proposed to introduce a cluster management system for apartment buildings in a number of cities and districts as a legal experiment in 2026-2030.

As part of the experiment, the condition of the buildings will be analyzed and then divided into “green”, “yellow” and “red” categories. It is also planned to form lots of at least 7,000 apartments and develop five-year programs for their development. The lots and master plans will be approved by district kengashes, and the management organizations will be selected by the owners through voting in the “Mening uyim” system.

Minimum financial and organizational requirements will be established for management organizations, including the availability of their own funds, material and technical resources and a 24-hour dispatch service. At the same time, opportunities will be created to generate additional income through the organization of consumer service centers, the construction of lightweight structures and their long-term operation.

Mandatory contributions as well as all additional income of management organizations received from the provision of services, will be accounted for exclusively through the “Mening uyim” billing system. Failure to comply with this procedure when calculating contributions will be considered a violation of accounting and reporting rules.

Agreements on the lease or use of common property free of charge are subject to mandatory registration with the tax authorities. In case of violation of the established procedure, the managing organization will be excluded from the electronic register. Initiating general meetings, holding discussions, making decisions, concluding agreements, providing reports, as well as submitting and reviewing appeals - all these procedures will be fully implemented in the “Mening uyim” information system.

If reports on the work done are not entered into the “Mening uyim” system at the end of each quarter, the accrual of mandatory contributions for the following months will be suspended until the information is entered, and no recalculation for this period will be made. In addition, the national information system “Turar-joy” will be introduced in stages, including data on the technical condition of apartment buildings, land plots, energy and water consumption.

A mandatory requirement for the commissioning of an apartment building will be the issuance of a cadastral passport and its automatic display in the “Turar-joy” system as well as the transfer of installed solar panels to the management body as common property. If these conditions are not met, the building will not be commissioned.

Another important aspect is the digitization of the industry and the introduction of artificial intelligence technologies. The introduction of AI-based systems is planned primarily in the dispatch services of management companies. This will increase the speed of processing requests and providing services.

It has been proposed that in 2026-2030, as a continuation of institutional reforms in the sector, territorial inspections be organized to monitor the housing and utilities sector under the hokimiyats, their extrabudgetary funds be formed, and the position of deputy hokim for housing and utilities be introduced.

The Head of our State instructed the responsible persons to increase the investment attractiveness of the sector as soon as possible and to create an economically sustainable, transparent and mutually beneficial system for both homeowners and management companies.
