Kyrgyz Media: Water resources in Central Asia viewed as a shared heritage

BISHKEK, July 23. /Dunyo IA/.  Information and analytical portal of Kyrgyzstan, “Alliance-press.kg”, has published an article dedicated to the current stage of Uzbek-Kyrgyz cooperation in the field of water resources management, reports Dunyo IA correspondent.

Publication notes that thanks to the policy of neighbourliness, mutual respect, and constructive dialogue pursued by the President of Uzbekistan Shavkat Mirziyoyev, a qualitatively new atmosphere of trust has emerged in Central Asia, which is most clearly manifested in the issues of the joint use of water resources.

Author emphasizes that relations between Uzbekistan and Kyrgyzstan have become one of the most successful examples of regional interaction. The political will of the leaders of the two states, regular bilateral contacts, the activities of intergovernmental commissions and close cooperation between relevant agencies have enabled the formation of a new approach to the management of transboundary water resources.

Article notes that today, water is viewed by the two countries not as a source of contradiction, but as a shared heritage, the rational use of which contributes to strengthening mutual trust, sustainable development and ensuring long-term stability throughout the region.

Particular attention is paid to the initiatives of the President of Uzbekistan to develop regional cooperation in the water sector. In particular, the initiative put forward at the Seventh Consultative Meeting of the Heads of State of Central Asia to declare the years 2026–2036 as the “Decade of action for efficient water use in Central Asia”, as well as its further promotion at the meeting of the Heads of State-Founders of the International Fund for Saving the Aral Sea, is emphasized.

As highlighted in the publication, a significant milestone in the development of bilateral interaction was the signing in 2017 of the intergovernmental Agreement on the Use and Protection of Water Resources of the Kasansay (Orto-Tokoy) Reservoir, which laid a solid legal framework for long-term joint water resources management.

Publication also notes the effectiveness of the joint Uzbek-Kyrgyz commission on the operation of the Kasansay (Orto-Tokoy) Reservoir, within the framework of which the sides coordinate the operating regimes of hydraulic structures, exchange hydrological information and conduct joint monitoring of the technical condition of the facilities.

Author pays special attention to the development of trilateral water and energy cooperation between Uzbekistan, Kyrgyzstan and Kazakhstan. It is emphasized that regular meetings of the heads of relevant agencies allow for the coordination of water resource utilization regimes in the Syrdarya basin, ensuring additional water supply during the vegetation period and mutual electricity deliveries.

In conclusion, “Alliance-press.kg” emphasizes that the initiatives of the President of Uzbekistan are already yielding practical results and opening up new prospects for the further development of Uzbek-Kyrgyz cooperation in such areas as the modernization of water management infrastructure, the digitalization of the sector, the introduction of water-saving technologies and the implementation of joint regional projects in the field of sustainable water resources management.
