Eldor Aripov: Uzbekistan is firmly committed to the UN Global Counter-Terrorism Strategy

NEW YORK, July 2. /Dunyo IA/. From 29 to 30 June 2026, the Fourth United Nations High-level Conference on Counter-Terrorism is taking place at United Nations Headquarters in New York as part of the United Nations Counter-Terrorism Week, reports Dunyo IA correspondent

This was reported on the website of the Institute for Strategic and Regional Studies (ISRS) under the President of Uzbekistan.

The Conference is held under the theme "A Future Free from Terrorism: Consolidating the Global Commitment to Multi-Stakeholder Approaches to Counter Terrorism through Member States’ Leadership and Action."

The opening session was attended by UN Secretary-General António Guterres, Acting Head of the United Nations Office of Counter-Terrorism Alexander Zuev, as well as heads of international organizations and counter-terrorism authorities.

Eldor Aripov, Director of the Institute for Strategic and Regional Studies (ISRS) under the President of the Republic of Uzbekistan, addressed a thematic session on countering the terrorist exploitation of new and emerging technologies.

In his statement, he presented Uzbekistan's national experience and the key pillars of its counter-terrorism policy. He outlined the objectives and core provisions of the National Strategy of Uzbekistan on Countering Extremism and Terrorism, as well as the Artificial Intelligence Development Strategy, both developed at the initiative of the President of the Republic of Uzbekistan.

He emphasized that rapid technological transformation and innovations such as unmanned systems and artificial intelligence are increasingly expanding the capabilities of terrorist groups. These technologies are being exploited to amplify extremist propaganda, automate cyberattacks, and recruit young people. Their adoption has enabled terrorist actors to reduce operational costs while effectively circumventing automated content moderation and blocking mechanisms on digital platforms.

Eldor Aripov noted that in today's digital environment, where terrorism transcends national borders, traditional response mechanisms are becoming increasingly ineffective, underscoring the need for coordinated preventive action.

In this regard, Uzbekistan is placing particular emphasis on strengthening the professional capacities of law enforcement personnel through advanced training and institutional capacity-building. In parallel, work is underway to develop national artificial intelligence standards aimed at minimizing algorithmic bias and ensuring the protection of personal data in line with the relevant United Nations General Assembly resolutions.

In conclusion, the representative of Uzbekistan reaffirmed the country's unwavering commitment to the United Nations Global Counter-Terrorism Strategy and called on the international community to pool its resources to ensure that the innovations of the twenty-first century serve the cause of peace and security rather than destruction.

United Nations Counter-Terrorism Week is one of the leading international platforms bringing together Member States, entities of the United Nations system, international and regional organizations, and the expert community to discuss emerging counter-terrorism challenges and develop practical measures for implementing the United Nations Global Counter-Terrorism Strategy. This year's Counter-Terrorism Week is taking place from 26 June to 2 July.
