“China” journal: Presidential Address to Oliy Majlis and the people seen as forming not just reform agenda but a strategic matrix for Uzbekistan’s future

BEIJING, January 6. /Dunyo IA/.  The magazine “China” published an article titled “Eldor Aripov: The President’s Address - A strategic vector for the future development of Uzbekistan”, reports Dunyo IA correspondent.

The article notes that President Shavkat Mirziyoyev’s Address to the Oliy Majlis and the people of Uzbekistan goes far beyond an annual political speech. It represents a strategic document marking the country’s transition to a qualitatively new stage of development – institutional consolidation of reforms and the formation of a sustainable, long-term growth model.

Analysis of the Address shows that its priorities fully correspond to the issues consistently highlighted in public surveys and citizen appeals over recent years. The focus areas include employment, income, access to social services, quality of education and healthcare, as well as fairness and efficiency in public administration, the publication writes.

While in 2017–2018, Uzbekistan’s poverty level was in double digits (around 35%), by 2024 it had decreased to 8.9%.

The reduction of poverty to 5.8% in 2025 indicates that the country not only approached the earlier target of lowering poverty to six percent by the end of the year, but surpassed it.

Moreover, the Address outlines a strategic goal of eradicating absolute poverty by 2030, making the fight against poverty a central pillar of the country’s long-term strategy. This achievement has been made possible through effective implementation of social programs and reforms aimed at sustainable income growth, job creation, and strengthening social protection, the article notes.

Overall, President’s Address to the Oliy Majlis and the people of Uzbekistan establishes not just the agenda for the next stage of reforms, but a strategic framework for the country’s future development. Supported by empirical data and assessments from leading international organizations, it strengthens internal consensus and enhances the trust of the international community. Its key significance lies in defining the sustainability of reforms and the country’s long-term competitiveness, the magazine concludes.
