MADRID, August 1. /Dunyo IA/. Secretary-General of Paneuropa España and a professor of law at Rey Juan Carlos University in Madrid Carlos Uriarte Sánchez, commented for Dunyo IA on the outcomes of the high-level Uzbek-Kyrgyz summit held on July 30th in Cholpon-Ata:
- The state visit of the President of Uzbekistan Shavkat Mirziyoyev to Kyrgyzstan has become a major milestone in the development of Uzbek-Kyrgyz relations. The signing of the Treaty on Alliance Relations was a logical outcome of the consistent policy of the Head of our State aimed at strengthening trust, good-neighbourliness, and comprehensive cooperation between the fraternal peoples.
Talks demonstrated a high level of mutual understanding between the leaders of the two nations and confirmed the readiness to elevate bilateral interaction to a qualitatively new level. The establishment of the Interstate Council chaired by the Presidents will serve as an important mechanism for implementing the reached agreements and defining long-term priorities of the alliance partnership.
Practical orientation of the visit's outcomes deserves special attention. In recent years, mutual trade turnover has increased nearly tenfold, exceeding 1.2 billion dollars. The task has been set to bring this figure to $2 billion in the near future. Industrial cooperation is developing dynamically, with joint projects being implemented in the fields of energy, geology, agriculture, pharmaceuticals, textiles, logistics and the mining of critical minerals.
Agreements on accelerating the construction of the 'China–Kyrgyzstan–Uzbekistan' railway, developing border trade and logistics infrastructure, digitalizing transport procedures and creating favorable conditions for international transport are of strategic importance. Equally vital is the promotion of the Kambarata HPP-1 project, which will contribute to strengthening energy security and the sustainable development of the region.
Great importance is attached to the development of interregional cooperation. Holding the first Forum of Regions, expanding contacts between the provinces of the two countries, and implementing new joint projects create a solid foundation for the further growth of trade, economic ties and investment cooperation.
Humanitarian component of the visit deserves special attention. Expanding cooperation in the fields of culture, education, science, youth policy, tourism, and sports, holding the Days of Culture of Uzbekistan in Kyrgyzstan, and intensifying academic exchanges will contribute to the further strengthening of friendship and mutual understanding between the peoples of the two states.
A high assessment of the personal contribution of President Shavkat Mirziyoyev to the development of Uzbek-Kyrgyz relations was the presentation to him of one of the highest state awards of Kyrgyzstan – the Order of “Manas” of the I degree. This award testifies to the recognition of his consistent efforts to strengthen peace, good-neighborliness and regional cooperation, as well as to elevate relations between Uzbekistan and Kyrgyzstan to the level of an alliance.
Strategic vision of President Shavkat Mirziyoyev, who views the development of relations with Kyrgyzstan as an important component of strengthening stability and sustainable development across Central Asia, deserves special mention. Confirmation of readiness for close coordination within the framework of the UN, SCO, Organization of Turkic States and other international platforms demonstrates the growing role of Uzbekistan in promoting regional integration and constructive international cooperation.
Outcomes of the state visit convincingly confirm that the course toward openness, pragmatism, and good-neighborliness pursued by President Shavkat Mirziyoyev continues to strengthen the international authority of Uzbekistan. Agreements reached not only elevate Uzbek-Kyrgyz relations to a historically new level of alliance but also create a solid foundation for further economic growth, enhancing the well-being of the peoples of the two countries, and strengthening peace and stability in Central Asia.
