MOSCOW, January 28. /Dunyo IA/.  Russia’s “Karavan Info” information agency has published an analytical piece titled “Uzbekistan on the threshold of a determined and uncompromising fight against corruption” highlighting the country’s renewed commitment to strengthening governance, enhancing institutional transparency and pursuing comprehensive anti-corruption reforms, reports Dunyo IA correspondent.

The article notes that on 26 December 2025, President of Uzbekistan Shavkat Mirziyoyev delivered his annual Address to the Oliy Majlis and the Nation, offering a comprehensive assessment of the country’s performance over the past year and outlining key priorities for Uzbekistan’s medium-term development agenda.

In his address, Leader of Uzbekistan set out ambitious objectives aimed at further modernising the system of public administration, defined medium-term targets for the government’s economic bloc and articulated strategic directions for the country’s broader social development.

Particular emphasis in the article is placed on the tone and determination of the President’s remarks on combating corruption, which stood out as one of the central themes of the address. According to the publication, this message carried the weight of a clear and unambiguous warning, addressed both to state institutions and to society at large, underscoring that the fight against corruption has become a defining priority of Uzbekistan’s reform agenda.

Leader of Uzbekistan announced what he described as a “state of emergency” in combating corruption in 2026, warning that the phenomenon poses a serious threat to national development, undermines justice and the rule of law and erodes public trust across society.

Signalling a decisive shift from rhetoric to a firm political course, President Mirziyoyev stressed that the tolerance of corruption amounts to a betrayal of the reform agenda, making clear that no individual will be exempt from scrutiny, regardless of rank, position or title.

The article underlines that these statements go beyond declaratory intent or political messaging delivered from a high platform. They are backed by concrete and immediate action. Just days later, on 30 December 2025, President signed a Decree aimed at further strengthening the system for preventing and combating corruption, a move described as a fundamental step forward in Uzbekistan’s anti-corruption policy framework.

The decree represents a fundamental transformation of Uzbekistan’s anti-corruption architecture, marking a shift from reactive measures to a systemic approach based on corruption risk management. It introduces unified standards of governance, management and certification, strengthens the role of digital platforms and data-driven transparency, enhances the protection and encouragement of civic engagement and institutionalises permanent inter-agency coordination.

In conclusion, publication observes that Uzbekistan is steadily moving away from a punitive model of anti-corruption enforcement towards a comprehensive, preventive and institutionally driven policy framework. The President’s Address to the Oliy Majlis and the Nation is presented as both the starting point and the ideological foundation for an uncompromising fight against corruption and for the achievement of the country’s strategic development objectives through 2030.
