TASHKENT, August 6. /Dunyo IA/.  President of Uzbekistan signed the Decree “On additional measures aimed at radically improving the system for identifying victims of human trafficking and integrating them into society” (No. UP–146 dated August 3^rd, 2026), reports Dunyo IA correspondent.

Document provides for a comprehensive set of measures to improve the system for identifying, protecting, rehabilitating and socially integrating victims of human trafficking.

According to the Decree, “Inson” (“Personality”) Centers, specialized institutions of the National Agency for Social Protection (NASP) providing assistance to victims, as well as non-governmental non-profit organizations, are granted the authority to conduct the preliminary identification of presumed victims of human trafficking.

Following the preliminary identification, a person is granted the status of a presumed victim for a period of up to one month. After the final identification, the person may be granted the status of an officially recognized victim of human trafficking, which is valid for a period of up to one year.

At the same time, period for conducting the final identification by territorial commissions on combating human trafficking and decent work has been reduced to 10 days.

Starting from September 1^st, 2026, a hotline of the NASP with the short number 1146 will be launched throughout Uzbekistan to receive appeals from persons affected by human trafficking. Specialists will provide them with consultations and the necessary information on social, psychological, legal and other matters.

Similar hotlines will be established at the diplomatic missions and consular offices of Uzbekistan abroad. They will receive reports related to human trafficking and provide advisory, legal, psychological, material and other necessary assistance.

In addition, migration advisory offices will be opened at the Islam Karimov Tashkent International Airport and Samarkand International Airport using funds from the Migration Fund under the Migration Agency. Their activities will be organized through the use of artificial intelligence technologies.

Document also defines the procedure for providing specialized assistance to various categories of victims. Men, foreign citizen and repatriates returned to Uzbekistan under special programs will be admitted exclusively to the Republican Rehabilitation Center for Assistance to Victims of Human Trafficking. The activities of specialized territorial centers responsible for receiving victims and providing them with necessary services will be coordinated by this center.

Persons holding the status of presumed victims of human trafficking will be able to receive services from the specialized center or territorial centers for a period of one month. For persons officially recognized as victims, the period for receiving such services will be up to six months.

At the same time, applications for assistance may be submitted by:

-  persons holding the status of a presumed victim - within one month from the date of assignment of such status;

-  persons recognized as victims of human trafficking - within one year from the date of assignment of the respective status.

Decree also stipulates that repeated placement in specialized centers of a person who has already received their services on the basis of preliminary identification is not permitted.

Transportation expenses of victims related to travel to and from a specialized or territorial center will be reimbursed from the funds of the “Sakhovat va Kumak” Fund upon the recommendation of the relevant institution.
