Uzbekistan reduces share of shadow economy from 35% to 23% over the past two years

MOSCOW, July 7. /Dunyo IA/.  President of Uzbekistan Shavkat Mirziyoyev, has approved the launch of the “Shadow Economy Map” digital platform, which is scheduled to become operational by the end of 2026, reports Dunyo IA correspondent, citing with the Russian information and analytical publication “Ritm Evrazii”.

Presentation of the project took place within the framework of discussions on measures to reduce the shadow economy. The platform, developed by the Prosecutor General's Office and currently operating in a pilot mode, will utilize artificial intelligence technologies and data from 16 ministries and departments. In real-time, the system will be able to identify sectors and regions with a high risk of illegal activity and issue directives to the responsible authorities to eliminate violations.

According to the data presented at the presentation, the share of the shadow economy has decreased from 35% to 23% over the past two years. During this period, an additional 38 trillion soums were received by the budget, the number of officially employed individuals exceeded 8.5 million people, and the average salary approached 6.5 million soums. By 2030, it is planned to cut the shadow sector in half again, increase employment to 14 million people, and bring the share of cashless payments to 75%.

The platform will cover 22 industries, 85 sectors, 14 regions, and 208 districts. Based on more than 100 risk criteria, including tax regimes, trade volumes and regional characteristics, the system will automatically classify industries into “green”, “yellow” and “red” zones.

Among the identified risks are operating without a license, concealing trade turnover, hiding jobs and payroll funds, as well as underreporting profits. The platform's analytics will allow for the targeted direction of regulatory authorities' work, minimize the impact of the human factor, and escalate unresolved issues from the district to the regional and subsequently to the republican level.
