TEL AVIV, July 22. /Dunyo IA/. Political analyst Yury Bocharov shared his perspective on the economic reforms in Uzbekistan with Dunyo Information Agency:
- Fifth Tashkent International Investment Forum held in Uzbekistan has become not merely another international meeting of business and government representatives, but a clear testament to the outcomes of the consistent policy of the President of Uzbekistan Shavkat Mirziyoyev, aimed at modernizing the economy, attracting investment, developing industry and improving the well-being of the country's citizens.
While the first forums gathered representatives from several dozen states, today delegations from nearly a hundred countries, thousands of foreign guests, heads of international financial institutions, the largest investment funds and leading global companies come to the capital of Uzbekistan.
But behind these impressive figures stands a much more significant result: investments are flowing into Uzbekistan, new production facilities are being created, modern technologies are being introduced, enterprises are opening and thousands of new jobs are appearing. This is the primary indicator of the success of the ongoing reforms.
Investors cannot be convinced by beautiful words or political declarations. Large capital always makes decisions based exclusively on economic feasibility. If the volume of foreign investment is growing steadily, if international companies are expanding their presence, and if the country is becoming an attractive platform for global business, it means that the world economy recognizes the effectiveness of the ongoing transformations.
That is why today it is especially interesting to look not at political statements, but at how the changes in Uzbekistan are reflected in the largest international economic ratings.
It is precisely here that Uzbekistan has made a real breakthrough over recent years.
If one looks closely at the largest international economic ratings, it becomes evident that practically all of them record a steady improvement in the republic's positions. Furthermore, this refers not to subjective impressions, but to concrete results based on statistics, macroeconomic indicators, investment activity, and the development of the entrepreneurial environment.
“Index of Economic Freedom”. Today, Uzbekistan ranks 86th in the world. Since 2018, the republic has climbed 66 positions at once - up from 152nd place. It is particularly significant that the country has entered the “Moderately Free” category for the first time, reflecting qualitative changes in economic policy.
“Doing Business” - Ease of Doing Business Index. In the last published World Bank ranking, Uzbekistan held the 69th position among 190 nations worldwide, improving its standing by seven spots compared to 2018. Despite the suspension of this index, it was the first to document the efficiency of business environment reforms.
“Global Innovation Index”. In the 2025 ranking, Uzbekistan held the 79th position. Compared to the middle of the last decade, the country improved its standing by more than forty positions. This demonstrates that the reforms encompass not only traditional sectors of the economy but also the sphere of innovations, science and modern technologies.
“Sustainable Development Goals Index”. In 2025, Uzbekistan climbed to approximately 62nd place. Compared to 2019, the growth amounted to more than thirty positions. This index is particularly important because it factors in not only the economy but also the development of the social sphere, infrastructure, education, healthcare, and the population's quality of life.
“Legatum Prosperity Index”. Today, the republic ranks around 100th among 167 nations worldwide. Although the growth here is occurring gradually, the positive dynamics are also evident. This means that economic reforms are progressively beginning to reflect on the overall prosperity level of the country.
International economic organizations, investment funds, banks and think tanks may assess various political processes differently, but objective economic indicators speak for themselves. Investments are growing, entrepreneurship is developing, industry is strengthening, foreign trade is expanding, and the country's international competitiveness is increasing. Along with this, practically all major global economic ratings record a steady improvement in Uzbekistan's positions. Figures cannot be persuaded, figures cannot be reasoned with, and that is precisely why they become the most compelling proof that, within a relatively short historical period, the country has managed to achieve impressive results that have gained the recognition of the global economic community.
It is particularly telling that practically all international economic ratings, despite differences in their respective methodologies, demonstrate the exact same trend - a steady growth in Uzbekistan's positions. Such alignment among various international assessments indicates that this is not about accidental successes, but about systemic transformations that have already gained the recognition of the global investment community.
And the most important point to note here is that behind every line of these ratings stand not abstract figures, but real changes in the life of the country. These include new enterprises and modern production facilities, roads and infrastructure objects, new technologies, jobs, the development of small and medium-sized businesses, expanded opportunities for the youth and the growth of the state's investment attractiveness.
That is precisely why the main result of the ongoing reforms is not the positions in international tables themselves, but the improvement in the quality of life of the citizens of Uzbekistan. Economic growth, the influx of investments, and the development of industry and entrepreneurship create a solid foundation for the further growth of the population's well-being and the sustainable development of the country.
The Fifth Tashkent International Investment Forum has once again confirmed an obvious fact: the course chosen by the leadership of Uzbekistan toward economic modernization, openness to investment and the consistent implementation of reforms is already yielding tangible results.
Today, it is precisely objective economic indicators that serve as the most compelling confirmation of the effectiveness of the ongoing transformations. Meanwhile, international economic ratings, based on real data and statistics, demonstrate with growing certainty the validity of the strategic course implemented by the President of Uzbekistan Shavkat Mirziyoyev, in the interests of the sustainable development of the state and improving the well-being of its citizens.
