“Belt and Road Outlook” magazine: Comprehensive reforms lay strong foundation for Uzbekistan’s next stage of development

BEIJING, February 12. /Dunyo IA/.  The popular Chinese magazine “Belt and Road Outlook” has published an extensive article by Li Ziguo, Director of the Institute of Eurasian Studies at the China Institute of International Studies, dedicated to the modern development of Uzbekistan, reports Dunyo IA correspondent.

The expert highlights Uzbekistan’s transition to a new development model, in which reforms are institutionalized, social, strategic and most importantly, irreversible.

Special attention is given to the reformist role of the Head of our State in building a “new progressive Uzbekistan” and the practical implementation of the “Uzbekistan - 2030 Strategy”. The article emphasizes that state policy, which prioritizes human dignity and improving the population’s quality of life, is viewed as the key to the success of the ongoing transformations.

The effectiveness of the reforms is evidenced by indicators such as the consistent increase in youth enrolment in higher education, a significant reduction in poverty and other notable social and economic achievements. The author notes that social policy has become a central component of the modernization strategy, generating broad public support.

According to the analyst, the expansion of parliamentary powers and the strengthening of the roles of both chambers reflect a commitment to further democratization of the state governance system.

Against this backdrop, economic reforms ensure sustainable investment attractiveness, thereby enhancing Uzbekistan’s image as the most dynamically developing economic hub in the region. The planned accession of Uzbekistan to the World Trade Organization is seen as a natural continuation of its openness policy, consolidating the success of economic reforms and boosting the competitiveness of Uzbek export products.

The Chinese expert notes that Uzbekistan’s foreign policy demonstrates an open, pragmatic, and multi-vector diplomacy. Particular emphasis is placed on Central Asia as a priority direction. Efforts such as the resolution of border issues in the region and the formation of a “Central Asian identity” are highlighted as evidence of a completely new paradigm in regional policy - one focused on cooperation, stability and integration.

The article highlights the current ecological and “green” agenda as a key priority, reflecting Uzbekistan’s efforts to align with global sustainable development trends. Given the scale of the Aral Sea crisis, environmental policy carries not only international significance but also strategic domestic importance.

A dedicated section focuses on China - Uzbekistan relations. According to Li Ziguo, elevating bilateral ties to a comprehensive, all-weather strategic partnership, along with sustained growth in trade and investment flows with China, demonstrates the strategic depth of the relationship. China is identified as a leading economic partner and a source of technologies and infrastructure projects, including the China – Kyrgyzstan - Uzbekistan railway, which holds important geo-economic significance.

Overall, the article thoroughly examines the scope of Uzbekistan’s wide-ranging reforms. The author concludes that reforms combining strong social orientation, economic modernization, institutional strengthening and proactive foreign policy create a solid foundation for a new stage of national development.
