The Head of our state signed a Constitutional Law “On the Administration of the President of the Republic of Uzbekistan”

TASHKENT, August 14. /Dunyo IA/. President Shavkat Mirziyoyev has signed the Constitutional Law “On the Administration of the President of the Republic of Uzbekistan”, reports Dunyo IA correspondent, citing the telegram-channel of Sherzod Asadov, Press Secretary of the Head of our state.

The document was adopted by the Legislative Chamber on August 6, 2026, and approved by the Senate of the Oliy Majlis on August 7, 2026.

Although the Administration is the only constitutional institution that ensures the activities of the President and the exercise of his constitutional powers in organizational, legal and analytical terms, there was a legal gap in the legislative regulation of its interaction with state bodies. These issues are now regulated by the new law.

Legislative regulation of the Administration’s activities within its existing powers to organize the implementation of decrees, resolutions, orders and instructions of the Head of State strengthens the legal foundations of the institution of the presidency. In international practice, establishing the legal status of an institution that ensures the activities of the President at the level of law is an institutional standard of presidential governance.

The law consists of four chapters and 34 articles. It provides legislative regulation of the constitutional mechanisms for ensuring the activities of the President within the existing powers of the Administration. In particular:

– the Administration is defined as a state body ensuring the exercise of the powers of the President of the Republic of Uzbekistan in organizational, legal and analytical terms;

– the Administration is formed by the President, operates in the main areas determined by him, and is directly subordinate and accountable to the President.

The law defines the main tasks of the Administration:

– organizational, legal and analytical support for the exercise of the constitutional powers of the President of the Republic of Uzbekistan;

– preparation of draft decrees, resolutions and orders of the President, as well as his instructions, organization and monitoring of their implementation, and assistance in their implementation;

– development of new initiatives of the President on issues of the socio-economic and socio-political development of the country;

– organization of open and direct dialogue with the population and entrepreneurs, and development of solutions to issues of concern to them;

– preparation of laws for signature or return;

– organization of preparations for the President’s Address to the Oliy Majlis;

– coordination of the activities of state bodies and organizations directly subordinate and accountable to the President, and others.

In addition, the law defines the legal status and tasks of the Head of the Administration, provisions concerning the appointment and dismissal of senior employees and officials of the Administration, and establishes the legal foundations for organizing the activities of the Security Council under the President.

Within the framework of ensuring the activities of the President, the Administration interacts with parliament, the Government, ministries and agencies, local khokimiyats, judicial bodies and the judicial community.

The Administration coordinates the activities of state bodies directly subordinate to the President, prepares proposals for their improvement and submits them to the President.

The law also provides for measures for the social, economic and legal protection of employees of the Administration in the performance of their official duties.

The adoption of the Constitutional Law on the Administration of the President will serve to bring the reforms being carried out in New Uzbekistan to a new stage, aimed at upholding the value and dignity of the individual, improving the well-being of the people, transforming state bodies into an open and accountable system serving the people, as well as strengthening the authority of our country in the international arena.
