OSCE highly commended the outcomes of the global forum on drug threats in Samarkand

VIENNA, May 9. /Dunyo IA/. Within the framework of a regular meeting of the OSCE Permanent Council, the outcomes of the global forum titled “Combating Transnational Drug Threats to Ensure Public Health and Security”, held on April 20-21 in Samarkand, were discussed at the initiative of the delegation of Uzbekistan, reports Dunyo IA correspondent.
Samarkand Declaration, adopted following the forum, and the “Youth Call for Action” from the International Youth Summit were distributed as official OSCE documents to participating States, OSCE institutions, and Partners for Co-operation.
During the meeting, it was particularly emphasized that in the current complex international environment, the need for more decisive and coordinated actions by the global community is becoming more urgent than ever.
Participants expressed concern that organized crime, as well as new forms of production and distribution of narcotic substances, are expanding the scale of transnational threats to humanity on a daily basis.
Particular attention was paid to the spread of new synthetic drugs, psychotropic substances and potent medicines among the youth.
As part of the discussions at the OSCE, the initiatives of the President of Uzbekistan, voiced at the Samarkand Global Forum, were presented. In particular, it was proposed:
- to launch a unified digital platform integrating the databases of law enforcement agencies from all participating States, operating with the use of artificial intelligence technologies;
- to unify mandatory identification standards for cryptocurrency exchanges at the global level, implement mandatory information-sharing agreements with offshore jurisdictions and establish mechanisms for the automatic freezing of funds of “unknown origin”;
- to jointly develop modern methodologies and standards for the effective treatment of patients suffering from synthetic drug addiction;
- to establish the Central Asian Association of Narcologists to exchange expertise in the medical rehabilitation of individuals with drug dependency;
- to develop a “special development program” for regions characterized by a high risk of drug trafficking.
The outcomes of the Samarkand Global Forum were highly commended by the OSCE participating States. During the discussions, it was emphasized that the fight against drug threats is a shared responsibility of the entire international community.
