"Global News Pakistan" highlights Uzbekistan’s human capital policy as a key driver of regional cooperation in Central Asia

ISLAMABAD, November 20. /Dunyo IA/. Pakistan’s "Global News Pakistan" online publication has released an article titled "Human capital backbone of a country’s development and future success, Uzbek President", reports Dunyo IA correspondent.

As noted in the publication, the Seventh Consultative Meeting of the Heads of State of Central Asia, held on 15–16 November 2025 in Tashkent, marked a new stage in strengthening strategic partnership and deepening regional cooperation.

The article emphasizes that, along with economic integration, environmental sustainability and transport connectivity, cooperation in the labor market and human capital development has become one of the main priorities of the regional agenda.

According to the publication, one of the most important unifying factors for Central Asian countries today is human potential. Establishing legal mechanisms for labor mobility, facilitating the exchange of qualified specialists, and harmonizing approaches in the labor market are considered key steps toward shaping a common regional labor space.

In this context, the article draws attention to Uzbekistan’s policy of "legal, safe and orderly labor migration", - which has become an important component of regional cooperation.

The publication also highlights that despite being established just a year ago, Uzbekistan’s new Migration Agency is transforming the country’s approach to labor mobility management — from regulating temporary employment abroad to supporting the professional reintegration of returning citizens.

"At the initiative of President Shavkat Mirziyoyev, the agency, operating under the Cabinet of Ministers, coordinates state policy in the field of external labor migration, protects the rights of citizens abroad, and creates new pathways for qualified employment", - the article states.

It is reported that Uzbekistan is actively implementing official labor agreements with the Republic of Korea, Japan, Saudi Arabia, Qatar, Slovakia, the United Kingdom, Slovenia, Sweden, Germany, Italy, Bulgaria and several other countries. These efforts not only create new employment opportunities, but also strengthen the legal protection of Uzbek citizens working overseas.

The publication pays special attention to President Shavkat Mirziyoyev’s key statement:

"Human capital is the country’s greatest wealth and the foundation of its future development".

In line with this vision, Uzbekistan is carrying out extensive work to align its vocational education system with international standards, prepare young people for foreign labor markets, and ensure recognition of their professional qualifications. Preparatory centers established under the Migration Agency, training programs in high-demand professions, as well as psychological and legal counseling services, are cited as practical measures aimed at strengthening human capital.

In conclusion, the article notes that the latest Consultative Meeting in Tashkent represents "a step towards an open, cooperative and human potential- driven future for the region." Uzbekistan, it stresses, remains consistently active and forward-looking in promoting policies aimed at developing a common labor market, enhancing human capital and safeguarding the interests of its citizens.
