TOKYO, July 27. /Dunyo IA/. Japan’s Parliament has adopted a bill to establish a secondary capital that will serve as a backup center for Tokyo in the event of emergencies, reports Dunyo IA correspondent, citing with the information from “Kyodo News”.

New mechanism will allow the functions of central government bodies to be relocated to another city in the event of a major earthquake, natural disaster or other emergency affecting Tokyo.

According to the publication, new system is aimed at decentralizing governance in the country, improving the efficiency of administrative management and reducing dependence on Tokyo. Under the law, prefectures that meet the established requirements in terms of population size and economic potential will be eligible to submit applications, while the final decision will be made by the Prime Minister.
