Since July 25th, police officers in Kazakhstan required to verify the legality of foreigners' stay in the country

Starting July 25th, 2026, clarifications will be introduced in Kazakhstan regarding the duties of patrol and post service (PPS) officers when interacting with foreign citizens, as well as the procedure for their actions at transport facilities, in the subway, in settlements and on suburban highways, reports Dunyo IA correspondent.
According to the international information agency “Kazinform”, by order of the Minister of Internal Affairs, it has been established that PPS officers shall come into contact with foreign citizens, as well as employees of diplomatic and equivalent missions, only within the scope of their official duties. This includes, among other things, the suppression of offenses, the provision of reference assistance regarding transport schedules, as well as information on the location of hotels and public catering facilities.
In addition, when checking the documents of foreign citizens and stateless persons, police officers will pay attention to the validity period of the foreign passport, residence permit, or stateless person certificate, as well as the presence of a visa and documents confirming the legality of their stay on the territory of Kazakhstan. In the event of detecting violations, police officers are required to take measures in accordance with the Code of Administrative Offenses.
Changes also clarify certain functions of the patrol and post service. In particular, PPS officers will assist migration service units during the deportation of foreign citizens and stateless persons by accompanying them to checkpoints across the state border.
Police officers are also required to immediately inform the duty desk of cases where a foreign citizen has been left behind by a passenger train or aircraft, as well as offenses involving foreigners, facts of illegal migration, and known routes for trafficking illegal migrants.
Similar changes have been introduced into the instructions for conducting patrol and post service when ensuring public order and road safety in settlements and on suburban highways.
