Pakistani Media: Safeguarding Women’s Rights in Uzbekistan Elevated to State Policy Level

Pakistani newspaper “Islamabad Post”, “The Diplomatic Insight” magazine, along with the digital publications “The Gulf Observer”, “Khyber Mail”, “Infora News” and “The World News”, have published articles titled “Gender Policy in Uzbekistan”, reports Dunyo IA correspondent.
The publications note that under the leadership of the President of Uzbekistan Shavkat Mirziyoyev, ensuring the rights and legitimate interests of women has been elevated to the level of state policy. Particular attention is paid to enhancing the role and activity of women within the public administration system.
As the Pakistani media emphasize, within the framework of the 2030 development strategy, a target has been set to increase the proportion of women both in the civil service and within the National Cadre Reserve to 40 percent.
It is noted that in accordance with the decision of the Government of Uzbekistan, at least 30 percent of the candidates recommended for admission to the master's programs at the Academy of Public Administration under the President of Uzbekistan must be women. Alongside this, comprehensive measures are being implemented to prepare women for leadership roles and to develop their leadership potential.
The materials also state that educational reforms play a pivotal role in women's empowerment. Particular emphasis is placed on enhancing accessibility to education for young women, integrating modern educational technologies and improving the workforce training system. Consequently, there is a growing interest among women in exact and applied sciences.
Pakistani publications recall that since 2020, Uzbekistan has implemented a system of allocating state grants for young women from families in need upon entering higher education institutions. Initially, 1,000 grant positions were provided; this figure was increased to 2,000 in 2021, and has reached 4,000 in the current year.
According to the publications, over the past five years, nearly 13,000 women have received the opportunity to study at higher education institutions through state grants under this program.
Furthermore, the quotas for women with at least five years of work experience who do not possess a higher education degree have been increased fivefold, reaching 2,500 positions. Thanks to this measure, more than 2,000 women were admitted to the country's higher education institutions between 2022 and 2025.
It is noted that the reforms implemented in Uzbekistan are aimed at enhancing the participation of women in socio-political life, the public administration system and the educational sector.
