According to the decree, textile companies will be categorized into three groups, each with a tailored support program. Banks will be authorized to issue loans of up to $2 million secured by produced or procured raw materials and to provide installment plans for cotton purchases in 2026-2027.

In addition, enterprises will be able to sell surplus electricity generated by installed solar panels. For cotton procurement points, property and land tax rates will be reduced by 50% in consideration of seasonal operations, with the incentive valid until January 1, 2028.

The decree also stipulates that sales of textile and garment company assets to investors by banks will be exempt from VAT until early 2029. Investors who launch the acquired facilities within six months will be eligible to pay property tax at a rate 50% lower than the standard rate in the first year after the transaction.
