MFA: In 2025, the Geography of Uzbekistan’s Foreign Policy Expanded Unprecedentedly

TАSHKENT, December 29. /"Dunyo" IA/ A briefing was held on the results of the foreign policy activities of the Ministry of Foreign Affairs of the Republic of Uzbekistan in 2025, "Dunyo" IA's correspondent reports.
According to the MFA, 2025 became a fundamentally new stage in the history of New Uzbekistan’s foreign policy, distinguished by an unprecedented scale and profound strategic significance. During this period, the country’s foreign policy was characterized not only by activity and consistency, but also by tangible political outcomes, broad international recognition and growing global trust.
The active, initiative-driven and forward-looking foreign policy of the President of Uzbekistan further strengthened the country’s position on the international stage as an open, responsible and reliable partner committed to dialogue.
Throughout the year, the President of Uzbekistan paid 28 foreign visits, while 23 high-level visits from abroad were made to Uzbekistan. Of these, 7 were state visits, 17 official visits and 27 working visits. As a result of these engagements, political dialogue was enriched with new substance, strategic partnerships were expanded with new areas of cooperation, and concrete agreements and practical mechanisms aimed at strengthening long-term cooperation were developed.
At the same time, the Head of State’s participation in nearly 20 international events vividly demonstrated Uzbekistan’s active and proactive position on the global stage, significantly increasing the country’s role in shaping regional and global agendas.
The hosting in Uzbekistan of 10 prestigious international events with the participation of high-ranking representatives from various regions of the world became a clear testament to the high level of trust of the international community in the country, the growing interest in Uzbekistan, and the shared aspiration to further expand close and mutually beneficial cooperation. Overall, Uzbekistan put forward around 100 significant initiatives aimed at developing regional interaction and ensuring sustainable development.
The Ministry of Foreign Affairs and Uzbekistan’s diplomatic missions abroad remain in constant dialogue with partners to promote Uzbek diplomacy on the global stage. The full and timely implementation of agreements reached at the level of heads of state is under strict control.
In 2025, Uzbekistan’s foreign policy expanded unprecedentedly both in geographical scope and in substance. Political dialogue with leading states, strategic partners, as well as authoritative international and regional organizations reached a qualitatively new level, clearly demonstrating the country’s international standing, reliability and political will.
As a result of the balanced, open and pragmatic diplomacy pursued throughout the year, Uzbekistan’s foreign policy agenda expanded significantly and became more substantive. These processes not only intensified political dialogue, but also laid a solid foundation for long-term and sustainable cooperation in the economic, investment, trade, cultural-humanitarian and security spheres. New bridges of cooperation were built, while existing ones were further strengthened.
I. Results of Bilateral Political Engagement
During the year, more than 600 high-level visits by foreign delegations were made to Uzbekistan, while around 700 high-level foreign visits by Uzbek delegations were organized. This clearly demonstrates the active and effective nature of diplomatic efforts in this area.
These contacts contributed to strengthening Uzbekistan’s active participation in regional and global processes and, in practice, confirmed the country’s commitment to sustainable development and long-term, mutually beneficial cooperation.
Over the course of the year, the leadership of the Ministry of Foreign Affairs of Uzbekistan carried out more than 50 visits to foreign countries. Overall, around 2,000 high-level meetings and negotiations were held with foreign partners.
Within this framework, particular attention was paid to deepening political dialogue, expanding bilateral cooperation, coordinating positions on pressing international issues, ensuring the implementation of existing agreements, promptly addressing current tasks and maintaining continuous diplomatic contacts.
In addition, 16 visits by foreign ministers to Uzbekistan testified to the country’s growing international authority and elevated high-level political dialogue to a new stage.
At the same time, the participation of the Minister of Foreign Affairs of Uzbekistan in 29 multilateral events abroad ensured the country’s active presence on regional and global agendas, as well as the consistent promotion of Uzbekistan’s initiatives and priority approaches within international organizations.
More than 150 meetings with members of the diplomatic corps accredited in Tashkent once again demonstrated the open and constructive nature of Uzbekistan’s foreign policy and contributed to strengthening mutual trust and cooperation with foreign diplomatic missions operating in the country.
II. Economic Diplomacy
In this context, efforts in the field of economic diplomacy were significantly strengthened.
Embassies now work not with individual regions and districts as before, but directly with all 14 regions and 208 cities and districts of Uzbekistan. Systematic engagement is carried out in the format “MFA – Embassies – ministries, sectors and regions.”
Another practical area involved the organization of working visits by regional delegations to foreign countries. During these visits, at the initiative of the Ministry, the “Business Pool” project is implemented, ensuring the participation of major national entrepreneurs.
In 2025, with the support of Uzbekistan’s diplomatic missions abroad, more than 80 business forums were organized domestically and around 200 abroad, as well as 25 “Investor Day” events. Approximately 2,000 foreign companies took part, contributing to the promotion of regional investment potential, the establishment of direct business ties and the development of practical cooperation.
In addition, throughout the year, with the involvement of diplomatic missions abroad, practical assistance was provided to more than 200 national exporters in finding foreign partners, establishing contacts with new markets and expanding their export geography.
III. International Treaties and Agreements
In 2025, 310 bilateral and multilateral international treaties and documents were signed.
Through nine documents, strategic partnership relations were established, existing ties were elevated to a new level, diplomatic relations were established with nine countries, and the geography of partnerships was significantly expanded.
IV. Engagement with Compatriots Abroad
Consistent efforts continued to maintain ongoing dialogue with compatriots abroad, involve them in political, economic and social processes taking place in the country, and strengthen their sense of belonging to the homeland.
In the area of consular support, this process served not only to provide legal services, but also to build a bridge of trust between the state and its citizens.
During the year, within the framework of consular and legal activities:
- 162,376 citizens of Uzbekistan received consular services;
- 15,215 compatriots were assisted with employment abroad;
- 4,085 citizens facing difficult financial circumstances received assistance totaling USD 746,500;
- 2,000 citizens held in temporary detention facilities of foreign states were released;
- 250 citizens, including minors left without parental care and victims of human trafficking, were repatriated to Uzbekistan.
In addition, with the participation of compatriots abroad, more than 5,500 cultural and educational events were organized, engaging around 100,000 citizens. During the year, 154,181 appeals from individuals and legal entities were received, most of which were reviewed in accordance with established procedures and resolved in practice.
Furthermore, 188,299 visas were issued during the year for foreign nationals entering Uzbekistan.
These indicators clearly demonstrate the consistent implementation of Uzbekistan’s consular policy based on the principles of openness, convenience and, most importantly, the protection of the interests of the people and citizens of the country.
V. Information Policy
Throughout the year, the information policy of the Ministry of Foreign Affairs of Uzbekistan focused on the consistent promotion of the country’s open and constructive foreign policy in the international information space.
Through the official platforms of the MFA and "Dunyo" IA, 22,708 information materials were published, while with the support of diplomatic missions abroad, more than 6,000 articles were placed in leading foreign media outlets. The audience of official social media pages reached nearly 230,000 subscribers.
As part of efforts to promote Uzbekistan’s tourism and cultural potential, visits by 712 foreign tour operators, 450 media representatives and 269 travel bloggers were organized. In addition, through diplomatic missions, around 30 bloggers and influencers with a combined audience exceeding 10 million followers were attracted to the country.
During the year, more than 3,400 foreign media representatives were accredited with the Ministry to cover major international events.
Overall, the information activities carried out contributed to the consistent presentation of Uzbekistan’s open and constructive foreign policy on the international stage, significantly strengthening the country’s positive image, “soft power” potential and authority in the global information space.
The year 2025 will be remembered in the history of New Uzbek diplomacy as a period rich in substance, results-oriented and of historical significance. An active foreign policy, an open and pragmatic approach, a well-considered legal framework and a strong information policy elevated the country’s international standing to a qualitatively new level.
Every negotiation session held, every document signed, every strengthened partnership and every protected interest of citizens served the country’s stable development and reinforced its position on the international stage.
Each step along this path represents an organic continuation of historic efforts aimed at consistent cooperation, mutual trust and long-term development.
On the eve of the New Year, there is confidence that the achievements attained will serve as a solid foundation for future success. Lie ahead new opportunities, initiatives and ambitious goals.
