“Justice – 2030” Strategy approved in Uzbekistan

TASHKENT, August 17. /Dunyo IA/. President of Uzbekistan Shavkat Mirziyoyev has signed a decree aimed at further reforming the judicial system and elevating the level of protection for the rights, freedoms and legitimate interests of citizens, reports Dunyo IA correspondent.

Strategy provides for the construction of a people-oriented and just judicial system in New Uzbekistan, and its implementation will be carried out across six priority areas: “people's court”, “bastion of justice”, “guaranteed justice”, “guardians of justice”, “digital justice” and “international recognition”.

One of the key innovations will be the further expansion of access to justice. Starting from July 1st, 2027, the creation of interregional courts vested with the authority to review a number of judicial decisions is envisioned. In 2027–2030, the gradual creation of district and city civil courts is also planned, taking into account population size, judicial workload and the accessibility of justice for residents of remote regions.

Special attention is paid to strengthening judicial control at the pre-trial stage of the criminal process. Starting from July 1st, 2027, investigative judges will be granted additional powers to verify the legality and validity of detention, as well as the sufficiency of grounds for suspicion or the bringing of charges. Simultaneously, measures will be taken to ensure the uniformity of judicial practice, including through the open publication of resolutions of the Presidium of the Supreme Court that form unified practice.

An important direction of the reform will be the digitalization and simplification of interaction between citizens, business and the courts. Until the end of 2027, it is planned to improve the “my.sud.uz” portal, including the launch of an updated mobile application, the simplification of the preparation of procedural documents, and the expansion of judicial acts search. Starting from 2028, introduction of judicial administration and the principle of proactive management of economic cases is also envisioned, which will allow reducing bureaucratic procedures and increasing the efficiency of judicial proceedings.
